Pour augmenter les surfaces cultivables, baisser le prix des engrais, apporter la semence aux paysans et leur offrir les équipements et l’appui conseil nécessaire, le Gouvernement d’alors sous la conduite du Premier ministre Modibo Sidibé a décidé de mettre en œuvre un Plan d’opération riz en 2008, dit « Initiative Riz ».
La mise en œuvre du programme a été focalisée sur une intensification de la production au niveau des superficies exploitables. Pour ce faire, les facteurs privilégiés sont les engrais, les semences et l’eau. La disponibilité et l’accessibilité aux engrais constituent le facteur le plus incitatif pour l’adhésion des producteurs au processus de production. Ce programme, après avoir été enregistré au fil des années, et maintenu par plusieurs gouvernements successifs, devient de plus en plus problématique. Démarré en 2008 dans le cadre de l’initiative riz avec 6 sacs d’engrais à l’hectare et cédé aux producteurs agricoles à 12500 FCFA le sac prix subventionné. D’année en année, le nombre de sac d’engrais subventionné par l’État diminue de 6 sacs au démarrage à 1 sac pour cette campagne agricole 2024-2025.
Pour cette année, selon les informations reçues auprès des paysans à Niono, dans le cadre de la subvention des engrais, l’Office du Niger a reçu seulement 4158 tonnes d’Urée répartis entre 123820 hectares dans les 7 zones de l’Office du Niger soit 1 sac à l’hectare. Selon les mêmes sources, seuls les paysans ayant payé leur redevance eau avant le 31 mars ont droit à un sac d’engrais d’urée subventionné au prix de 14000 FCFA. Sachant bien qu’en zone Office du Niger, les paysans utilisent 6 sacs d’engrais à l’hectare pour pouvoir espérer à un rendement favorable.
Cette problématique d’engrais en zone Office du Niger, le plus grand bassin de production de riz du pays est sur toutes les lèvres car l’accompagnement de l’Etat se rétrécit comme peau de chagrin. On tend vers l’abandon pur et simple du programme de la subvention d’engrais par l’État ?
Cette question a été répétée plusieurs fois lors de la visite du prise de contact du nouveau PDG de l’Office du Niger, Badra Alou Traoré, avec les paysans de Kroumary, N’debougou, en passant par Molodo et Niono. C’était le lundi 22 juillet et mardi 23 juillet dernier. Une visite au cours de laquelle, le nouveau PDG de l’Office du Niger, accompagné de son collaborateur, ainsi que les responsables de la Chambre régionale et locale d’agriculture dont l’honorable El hadj Diadié Bah, ont pris contact avec les paysans de ces zones et échangé avec eux sur les difficultés du moment, notamment le problème d’engrais subventionnés, la situation de curage des canaux de drainage. Lors de cette rencontre, les paysans qui se sont succédés au pupitre ont, tour à tour, déploré l’insuffisance d’engrais subventionnés mis à leur disposition cette année. Ils ont également demandé l’abandon pur et simple du programme de subvention d’engrais, car selon eux, ce programme ne sert plus les paysans. Les problématiques d’insécurité qui sévit dans les zones Office du Niger, le manque d’entretien des canaux de drainage, l’absence de concertation entre les responsables de l’Office du Niger et le monde paysan, le problème d’accès des terres agricoles aux femmes ont été largement évoqués par les porte-paroles des paysans des différentes zones.
Au sorti de la rencontre, le nouveau PDG de l’Office du Niger, Badra Alou Traoré, s’est dit très impressionné par l’engagements des producteurs de ces 4 zones en Office du Niger. »Les producteurs sont engagés et déterminés pour faire bouger la chose, et surtout accompagner la vision des plus hautes autorités du pays, à travers ma vision pour faire booster, afin de garantir une souveraineté alimentaire et nutritionnelle. Nous sommes engagés et déterminés pour assurer cette souveraineté », a-t-il déclaré.
Rappelons que pour la distribution de ces 4158 tonnes d’Urée répartis entre 123820 hectares dans les 7 zones de l’Office du Niger soit 1 sac à l’hectare quelques fournisseurs d’intrants agricoles ont été retenus. Il s’agit entre autres : Gnomani Sa : 1070 tonnes ; KO2 : 1017, 95 tonnes; DPA: 1070 tonnes; Togouna: 500 tonnes; SAD: 500 tonnes.
La visite de terrain pour contrôler les niveaux de stock, à la date du 16 juillet 2024 a permis d’évaluer les niveaux de stock dans les magasins chez les fournisseurs retenus. Gnoumani Sa: 4147, 75 tonnes Urée; Ko2: 1017, 95 tonnes Urée; Togouna 115 tonnes; SAD 125 tonnes; DPA 140 tonnes
